Must hold 2 twin beds (no existing headboards, but feel free to improvise!)
Must be allergen-friendly (IE: no dust collectors)
The wish list:
More punk than pretty
Incorporate their favorite colors...
Could also incorporate black, hot pink, and/or lime green if so inspired (I was thinking some chalkboard paint might provide some cool "graffiti" (doodling is not a "cool" term) space...)
I was given this image for inspiration...
but was told, in no uncertain terms, that the room could not be too matchy- matchy or "theme".
Any ideas or links?!??

Oh gosh, I wish I could inspire you, but decorating is not my thing. I just have to say that the inspiration photo cracks me up. :)
Should be a fun decorating project. Our 'headboard' is a simply paint job behind the bed. Grap some painter tape and do a bunch of horizontal and vertical lines and squares in those colors you mentioned. Mine (much more simple than what I'm thinking of for your girls)...

do the girls like the fabric collections from Heather Bailey, Amy Butler or Jessica Jones? Skip over the flowery stuff...but some of the graphic prints are great and come in the colour combinations from said teenage girls. i've linked to my blog ONLY so that you could check out the different fabric lines:

We kind of mixed and matched a couple until we came up with what we liked.

You can get really creative with the headboards. I've seen cool head boards using old gates. You could use a stencil and make your own. Or a fun bright leather headboard (you can find some great bright leathers with different textures).
